Apart from some basic maps and sketches of the coastline, they had no mapping or prior surveys on which they could base their upcoming work.There were no roads apart from the tracks used by the local tangata whenua so much of the access to the interior of the land was restricted to the navigable waterways.The streams running from the Kaimai Ranges to the coast were nestled in deep, bush covered gullies which made travel parallel to the coast difficult and time consuming.
Many of the original surveyors left the district to pursue their fortunes at the gold mines, leaving the land to be developed largely by the military after 1868.
